Powered by a Toro Premium 212cc four-cycle OHV engine, the Power Clear 721 R-C delivers dependable cold-weather performance and can throw snow up to approximately 35 feet. Its four-cycle design runs on regular gasoline without requiring oil and fuel to be mixed together.
The 21-inch clearing width provides a practical balance between productivity and maneuverability. It is wide enough to clear medium-size driveways efficiently while remaining compact enough to operate around parked vehicles, garage entrances, sidewalks, and tighter access areas.
Toro’s Power Curve rotor system uses curved paddles and a funnel-shaped housing to break up snow, reduce clogging, and move material efficiently through the discharge chute. The machine can process up to approximately 1,900 pounds of snow per minute, depending on snow depth, density, moisture content, and operating conditions.
The Power Propel self-propel system keeps the rotor paddles in contact with the paved surface. As the paddles rotate, they help pull the snow blower forward, reducing the effort required from the operator.
Unlike the electric-start 721 QZE model, the 721 R-C uses a dependable recoil pull-start system. Its commercial-grade ergonomic handle is designed to provide comfortable control during repeated snow-clearing work.
The chute is operated using a mounted control handle that allows the operator to rotate and lock the chute into position. A locking Zip Deflector controls the height and angle of the discharged snow, helping direct it away from doors, vehicles, walkways, and previously cleared areas.

Power Curve Clearing System
The Toro Power Curve system uses curved rubber paddles that rotate through a specially shaped housing.

Power Propel Drive System
The Power Propel system uses the rotating paddles to assist forward movement.
When the operator slightly raises the handle, the rotor makes stronger contact with the pavement and helps pull the machine forward. Lowering the handle reduces the forward assistance.
This provides variable movement without a conventional multi-speed transmission.
Chute and Deflector Controls
The chute-mounted control handle allows the operator to rotate the discharge chute through approximately 210 degrees.
The locking Zip Deflector adjusts the vertical angle:
- Raise the deflector for a higher and farther throw.
- Lower it for shorter and more controlled snow placement.
- Turn the chute left or right to avoid vehicles, garage doors, pedestrians, and cleared paths.

Starting System
The Toro 721 R-C uses a recoil pull-start system.
For reliable cold-weather starting:
- Use fresh gasoline rated at 87 octane or higher.
- Toro recommends non-ethanol fuel when available.
- Use fuel less than 30 days old.
- Add fuel stabilizer when storing gasoline.
- Do not mix engine oil into the gasoline.
- Follow the choke and priming procedure in the operator’s manual.
- Use the recommended 5W-30 winter engine oil.
