Product Description
The Toro Power Clear 721 QZE 21-Inch Gas Snow Blower is a compact and powerful single-stage snow-clearing machine designed for residential driveways, sidewalks, walkways, and other paved surfaces.
Powered by a 212cc Toro Premium four-cycle OHV engine, the Power Clear 721 QZE delivers dependable cold-weather performance without requiring gasoline and oil to be mixed together. Its 21-inch clearing width provides a practical balance between snow-clearing productivity and easy maneuverability around parked vehicles, walkways, garage entrances, and tighter residential spaces.
Toro’s Power Curve rotor system uses a curved rubber-paddle design to move snow efficiently through the housing while helping reduce clogging. The snow blower can process up to approximately 1,900 pounds of snow per minute and throw cleared snow up to approximately 35 feet, depending on snow density, moisture, wind, engine condition, and operating direction.
The Power Propel self-propel system uses contact between the rotor paddles and paved ground to help pull the machine forward. This reduces the amount of pushing required and allows the operator to control movement naturally by slightly raising or lowering the handle.
A key feature of the QZE configuration is Toro’s Quick Shoot control. The chute direction can be changed from the operator position without stopping to manually rotate the chute. The chute provides up to approximately 210 degrees of rotation, while the Zip Deflector allows the discharge angle to be adjusted for higher, farther throws or lower, more controlled placement.
The machine includes both 120V electric starting and recoil starting. When a suitable outdoor extension cord and electrical outlet are available, the engine can be started by pressing the electric-start button. The recoil starter provides a backup starting method when electrical power is unavailable.
Its foldable handle and compact single-stage design make the snow blower easier to store than a larger two-stage machine. The Power Clear 721 QZE is best suited to paved surfaces and snow depths up to approximately 12 inches per pass.
Key Features
212cc Toro Premium OHV Engine
The four-cycle overhead-valve engine delivers strong torque for residential snow clearing without requiring mixed fuel.
21-Inch Clearing Width
Clears a 21-inch-wide path with each pass, making it suitable for residential driveways, sidewalks, and paved walkways.
Power Curve Rotor
Toro’s curved rotor and rubber paddles help move snow efficiently through the housing and reduce clogging.
Power Propel Assistance
The rotor paddles contact the pavement and help pull the machine forward, reducing operator effort.
Quick Shoot Chute Control
The operator can quickly change the discharge direction without walking around to the chute.
210-Degree Chute Rotation
Provides a wide adjustment range for directing snow to either side of the clearing path.
Zip Deflector
Adjusts the height and angle of the discharged snow for improved placement control.
Electric and Recoil Start
The engine can be started using a 120V electric starter or the standard recoil pull cord.
Up to 35-Foot Throwing Distance
Throws snow away from the cleared path, with actual distance depending on conditions.
Compact Storage
The handle can be folded to reduce the storage space required in a garage or shed.
Two-Year Guaranteed-to-Start Coverage
Toro commonly advertises Guaranteed-to-Start coverage for qualifying residential use, subject to the manufacturer’s warranty terms.

Snow capacity and throwing-distance figures are maximum estimates. Actual performance depends on snow depth, moisture, density, wind direction, engine condition, rotor-paddle wear, and operating speed.
Power Curve Clearing System
The Power Curve rotor uses flexible paddles arranged around the rotating assembly. As the rotor turns, the paddles collect snow from the paved surface and direct it through the discharge chute.
This design provides three primary benefits:
- It helps clean snow close to the pavement.
- It contributes to the Power Propel forward-assistance system.
- It moves snow through the housing quickly to reduce clogging.
Because the rubber paddles are designed to contact the ground, the machine should primarily be used on paved surfaces. It is not recommended for loose gravel because the rotor may pick up and discharge stones.
Quick Shoot and Zip Deflector Controls
The Quick Shoot system allows the operator to change the chute’s horizontal direction from the handle area.
The Zip Deflector adjusts the vertical discharge angle:
- Raise the deflector for a higher and farther snow stream.
- Lower it for shorter and more controlled placement.
- Rotate the chute left or right to keep snow away from vehicles, doors, walkways, and cleared areas.
The controls should only be adjusted while maintaining a secure operating position and following the instructions in the operator’s manual.
Electric-Start System
The 120V electric starter provides convenient cold-weather starting.
To use the electric starter, the operator connects a suitable outdoor-rated extension cord to the machine and a grounded outlet, follows the priming and choke procedure, and presses the starter button according to Toro’s operating instructions.
The recoil starter remains available when an electrical outlet is not accessible.
An extension cord is generally not included and must be selected according to Toro’s electrical and outdoor-use requirements.
